China proposes export controls on 23 AI technologies
China's commerce and science ministries have proposed adding 40 technologies to the country's export control catalogue, 23 of them in AI. Large model weights above 10^26 FLOPs or 2 trillion parameters would need a licence to leave the country, while open source releases, published papers and API access stay outside the rules. Exporters must register affected transfers starting now.
